Bishkek, Kyrgyz Republic, May 2026 — The State Agency for Civil Service and Local Self-Government under the Cabinet of Ministers of the Kyrgyz Republic has partnered with the University of Central Asia (UCA) School of Professional and Continuing Education (SPCE) to strengthen digital competencies among government and municipal employees through internationally recognised ICDL certification pathways.
The collaboration forms part of broader workforce development efforts under the Digital CASA initiative, a long-term digital transformation programme supported by the World Bank and the Ministry of Digital Development and Transformation of the Kyrgyz Republic. Through the partnership, UCA will support the delivery of ICDL certification as part of structured capacity-building initiatives aimed at enhancing digital readiness across the public sector.
The first phase of implementation will support more than 200 government and municipal employees, who will undertake ICDL learning and certification through resources procured specifically for the programme. By providing internationally recognised certification pathways, the initiative helps participants build practical digital competencies that support more effective public service delivery and workforce readiness.
While the initial rollout focuses on a targeted group of participants, the longer-term potential is significant. The State Agency oversees approximately 22,000 government and municipal employees nationwide, creating opportunities to expand digital competency development across a broader segment of the public sector in future phases. The partnership also establishes a foundation for long-term cooperation between UCA and the State Agency, supporting broader efforts to strengthen workforce capabilities, improve public service delivery, and advance digital readiness across government institutions.
By integrating ICDL certification into public sector workforce development initiatives, the collaboration supports the development of a digitally skilled workforce equipped to contribute to the Kyrgyz Republic’s ongoing digital transformation agenda.
ICDL Asia will continue to support its partners in strengthening digital competencies and advancing workforce development initiatives, contributing to the development of digitally skilled public sector professionals and future-ready workforces across the region.
