Welcome to the ICDL Asia Digital Literacy Day 2025!
ICDL Asia Digital Literacy Day 2025 is a regional event conducted annually to promote the importance of digital literacy. It also serves as a platform for academic leaders, industry experts and training providers to share key industry trends and best practices of digital skills and digital learning in Asia.
Themed “Accelerating Digital Literacy in Asia”, this event will be joined by industry experts, civil servants, academic leaders and training providers including but not limited to the following: Australia, Bhutan, Brunei, Cambodia, China, India, Indonesia, Japan, Kyrgyz Republic, Malaysia, Mongolia, Myanmar, New Zealand, Philippines, Pakistan, Singapore, Sri Lanka, Thailand, Uzbekistan, Vietnam, etc
This year the ICDL Asia Digital Literacy Day 2025 will be hosted at renowned Jiangsu Nanjing Engineering Higher Vocational College, MACRO Management Consulting and China (Nanjing) Software Valley in Jiangsu Nanjing, China. During Digital Literacy Day 2025, we will also take the opportunity to announce the winners of our ICDL Asia Digital Challenge 2025, ICDL Asia Digital Educators’ Award 2025 and ICDL Asia Partner Awards 2025.

Mr. Yan Yixiang is a Second-Level Inspector at the General Office of the Standing Committee of the Jiangsu Provincial People’s Congress. He holds a master degree in Industrial Management Engineering from the China University of Mining and Technology.
Mr. Yan has extensive experience in government and public administration, having worked in various research, administrative, and leadership roles at both provincial and local levels. His career includes responsibilities in policy research at Jiangsu Province Social Science Academy, Jiangsu Province People’s Congress Education, Science, Culture and Healthcare Committee, and other public service initiatives.
He has published more than 30 articles in journals and newspapers such as China’s People’s Congress, Xinhua Daily, Jiangsu Social Sciences, Youth Studies, to name just a few.

Damien O’Sullivan joined ICDL Foundation as Chief Executive Officer in June 2006. With a background in education and training, he has been involved with ICDL since its launch in Ireland in 1997, working on a range of projects to develop and deliver ICDL training and certification to the public and private sector. Prior to joining ICDL Foundation he was a teacher and school principal.

Ms. Jullada Meejul has worked at Thailand Professional Qualification Institute (TPQI, Public Organization) since 2013 and she is now the Director General. She has played an important role in establishing Professional Qualification Framework and Professional Qualification System by strengthening collaboration with domestic and international partners, promoting recognition of skills for lifelong learning and inclusive development, supporting competency-based training and contributing to the development of the regional and National Qualifications Frameworks, and adapting best practices from abroad to best fit Thai context so as to continuously improve the professional qualification system.
A few examples of her work include promoting collaboration with international partners to promote digital skills and digital literacy for students, workforce, and government officers, establishing Industry Competency Board (Sector Skills Council) for Digital and ICT sector, as well as developing a big data platform with endorsed training courses, competency credit bank, and job matching features as a digital tool to promote lifelong learning and access to training and job opportunities.
Ms. Jullada Meejul
Director General, Thailand Professional Qualification Institute

Mr Pan Dongbiao is a Deputy Chief Level II Inspector of the Nanjing Municipal Education Bureau. He also serves as Deputy Director of the Jiangsu Province Smart Education Demonstration Zone, and as Executive Deputy Director and Office Director of the Nanjing Municipal Leading Group on Education Cybersecurity and Informatisation. At the national level, he is a member of the Ministry of Education’s pioneer Committee on Information Technology Teaching for Vocational Colleges, and a member of the National Expert Group on K–12 Educational Resource Development. He was also a visiting scholar at the University of Twente in the Netherlands, focusing on modern distance education.
Focuses on education informatisation policies, the integration of information technology in teaching, future education, learning cities, and teacher professional development. He has also delivered keynote speeches at the China Education Innovation Annual Conference, the Global Summit on Artificial Intelligence in Education, the China Educational Equipment Forum, the China Internet Education Conference, the Beijing Education Directors’ Summit, and the International Forum on Lifelong Learning.

Luke joined Enterprise Ireland in 2023 and spent two years in Shanghai office, recently relocated to Beijing office where he continues to work with Irish companies in the Education, Life Science and Agri-tech sectors developing their presence in the China Market.

Mr. Gu Jianjun is a professor and Doctoral supervisor at the School of Education Science, Nanjing Normal University. He serves as the Director of the UNESCO Chair on K–12 Technology and Engineering Education and the Director of the National Key Research Base for General Technology Curriculum Development in Primary and Secondary Schools. He is also Director General of the Ministry of Education’s Advisory Committee on Technology Teaching in Basic Education (Information Technology and General Technology) and a Member of the Education Review for Academic Degrees Committee of the State Council.

Mr. Bu Anxun currently serves as Executive Committee Member of the Jiangsu Federation of Industry and Commerce and Vice President & Secretary-General of the Jiangsu Digital Economy Federation. He is also the President of the Nanjing Digital Transformation Research Association.
He is the Founder and Chief Expert of MACRO Management Consulting, as well as the Executive Vice President of the Jiangsu Institute for Innovation Ecosystem. In academia, he is appointed as a Distinguished Professor in the EMBA program at Shanghai University of Finance and Economics, and a Visiting Professor at Nanjing University, Nanjing University of Science and Technology, and several other leading institutions.
With extensive expertise in digital economy, innovation ecosystems, and enterprise digital transformation, Bu Anxun plays a pivotal role in advancing the integration of emerging technologies—such as artificial intelligence, big data, and smart industry applications—into regional economic development and business strategy.

Mr. Thanapon Torsittidethkul is currently the Managing Director of Business Competitive Intelligence Co., Ltd. He holds a Bachelor’s degree in Civil Engineering from Kasetsart University, a Master’s degree in Applied Statistics and Computer Science from NIDA, and an MBA in Logistics Management from Pathum Thani University. He is presently pursuing a Ph.D. in Artificial Intelligence and Machine Learning at Thammasat University. With over 20 years of experience, he specializes in ERP, SCM, digital transformation, and nationwide as well as international SME development projects. He has been recognized with multiple national and ASEAN-level awards in innovation and software development. Ms. He Wei is a renowned expert in digital transformation, organisational development, and talent strategy. She is the Chief Executive Officer of MACRO Management Consulting and is widely recognised for her thought leadership in bridging digitalisation and human capital development.
She holds several key roles, including Jury Member of the ECI Awards, Expert Member of the International Human Resource Association, Deputy Secretary-General of the Jiangsu Digital Economy Federation, and Vice President & Secretary-General of the Nanjing Research Association for Enterprise Digital Transformation. She also serves as an expert member on AI and Big Data committees, a permanent mentor for digital economy talent under the Jiangsu Department of Human Resources, and an accredited digitalisation expert for provincial and municipal government bodies.

Dr Li Haobin is a Senior Lecturer in the Department of Industrial Systems Engineering and Management at the National University of Singapore (NUS), Co-Director of the Centre of Excellence in Modelling and Simulation for Next Generation Ports (C4NGP), and Academic Director of the MSc in Maritime Technology and Management (MTM) programme. His research focuses on discrete-event simulation and stochastic optimisation, with applications in logistics, maritime ports, and smart manufacturing. He has led over 20 research projects with funding exceeding SGD 30 million, published more than 50 papers, and is the developer of O2DES.NET, the simulation framework that underpins several major digital-twin port initiatives at NUS.

Dr. Jacky Yu Jin, Co-Founder of Singapore-based Luma Technologies Global, an AI algorithm–enabled video surveillance solution provider for large-scale industrial environments such as power plants, oil and gas facilities, and manufacturing sites.
He received his PhD in Computer Science from Nanjing University, where he conducted research on two National 863 Program projects and a project under China’s Ministry of Industry and Information Technology. He previously served as Senior Researcher at the Research Institute of Nanda Soft Co., Ltd., where he led the design and development of a high-performance ASIC-based firewall. He also served as CTO of Nanjing Yinshi Software Co., Ltd., directing teams in numerous R&D projects for State Grid and its regional subsidiaries. Dr. Yu has contributed to the drafting of two State Grid enterprise standards and two power industry standards, and he holds multiple patents for inventions and utility models.
In 2015, he founded Chipnet Information Technology Co., Ltd. in Nanjing, which provides customised AI algorithms, intelligent hardware, and end-to-end integration solutions for the power, business, education, and construction sectors. In 2025, he co-founded Luma Technologies Global in Singapore, delivering innovative services to enterprise users worldwide.

Ms. Liu has previously held positions at well-known consulting firms and enterprises such as Capgemini Consulting, Huawei, and SAP China, where she was responsible for HR digitalisation consulting and fulfilment services.
She has extensive experience in both global and China-leading HR digital products consulting and implementation, with deep expertise in HR and talent management business domains, 4A architecture, and AI for HR deployment.
Ms. Liu has provided consulting and solutions for over 110 enterprises, leading her team to successfully deliver more than 40 HR projects. With 15 years of experience in HR digitalisation, she possesses strong capabilities in HR digital transformation planning, implementation, and project management consulting.
She also has consulting and system implementation experience with multiple Fortune 500 companies, having led HR system development projects for major enterprises including China Petroleum and Chemical Corporation, China International Capital Corporation (CICC), Volkswagen, and Starbucks, among others.
Ms. Liu Junjun

Dr. Teduh Dirgahayu is an Associate Professor in the Department of Informatics and a senior researcher at the Centre for Enterprise Information Systems, Universitas Islam Indonesia.
He earned his doctoral degree in Computer Science from the University of Twente, the Netherlands, in 2010. He teaches Design Thinking, Digital Transformation, Software Engineering, and Blockchain Technology.
His research spans enterprise engineering, software engineering, and service computing, with applications in education, tourism, and disaster management.
He has led several nationally funded research projects, including the use of blockchain for Indonesia’s land registration system, a gamification platform for educational tourism, and a context-aware system for disaster preparedness. His strong interest in digital transformation also drives him to advance digital literacy in Indonesia, helping society embrace technological change with confidence

Graduate of University College Qi Meibin graduated from China University of Petroleum (East China) with a degree in Computer Science. She is a certified Senior Career Development Instructor and Startup Entrepreneurship Mentor. With extensive teaching experience, she has taught a wide range of professional courses. Her academic contributions include multiple papers in The Engineering Index (EI) and three invention patents. She has led million(RMB) funding central-level projects and provincial-level science and technology projects which received a First Prize at the provincial level and were selected as a national exemplary case of industry-education integration. In addition, she has coached students to achieve outstanding results in entrepreneurship competitions and vocational skills contests.

Wang Qianying is a member of the Joint Institute’s Curriculum Development Advisory Committee for Artificial Intelligence and Information Technology, and Head of the Information Technology Teaching and Research Section at Jiangsu Press and Publishing School.
She has contributed to the development of the National Online Curriculum Information Technology for the five-year higher vocational program and has received awards in Jiangsu Province’s New Generation Information Technology Industry Skills Competition and Teaching Ability Competition.

Nguyen Thi Thai Hau is a seasoned ICT educator with over 15 years of teaching experience at Hoa Lu Secondary School in Ho Chi Minh City. A graduate in Computer Science from the University of Information Technology, she has consistently demonstrated a deep commitment to educational innovation and digital transformation.
Her leadership in pioneering the “Creative Classroom 4.0” initiative and supporting the implementation of the “Digital School” model has significantly enhanced the learning environment for both students and teachers. She also played a key role in integrating the internationally recognized ICDL certification program into the school’s curriculum, ensuring students gain essential digital competencies.
Certified as an ICDL Instructor , Ms. Hau brings global teaching standards to local classrooms. Her dedication has earned her prestigious accolades, including the Ministry of Education’s “Creative Female Educator” award and the title of “Outstanding Young Teacher of Ho Chi Minh City.”
Ms. Hau is passionate about empowering students through technology and continues to inspire her peers with her forward-thinking approach and unwavering enthusiasm for education.

Syahzanna Hazwana binti Salleh is the ICT Teacher at Al-Amin Darul Musthofa School in Batu Caves, Malaysia. Born on June 22, 1995, she holds a Bachelor of Science with Honours and a Master’s Degree in Computer Education from Universiti Malaysia Sabah (UMS). After graduation, she began her career with Pan Borneo Highway in Sabah as an Administration and Human Resources Assistant before relocating to Selangor with her husband. Despite her corporate experience, Syahzanna’s true passion has always been teaching, an ambition she has carried since high school. With her strong academic foundation in computer education, she is dedicated to nurturing students’ digital literacy and inspiring them to use technology responsibly and creatively. Her commitment to education, combined with her ability to connect with students, allows her to create meaningful learning experiences that prepare them for the future. At Al-Amin Darul Musthofa School, she continues to grow as an educator while supporting the school’s vision of academic excellence and holistic development.

Li Tingting is an automotive specialisation teacher who is currently pursuing postgraduate studies. She has 12 years of teaching experience and 8 years of service as a form teacher, during which she has made significant contributions to both teaching and student development.
In 2024, she was commended by the Nanjing Municipal Human Resources and Social Security Bureau and recognised as an Outstanding Youth Teacher of Pukou District. In the same year, she won First Prize in the Jiangsu Provincial Innovation and Entrepreneurship Competition. In 2023, she received Second Prize in the Jiangsu Provincial Vocational College Teaching Competition, and in 2022, she was honored with the title of Outstanding Form Teacher by Jiangsu Union Technical Institute.
She has also led research projects, published academic papers, and earned multiple awards for her scholarly work.

Cai Yuanxu, Currently serves as the Director of the School Affairs Office and concurrently holds the position of Director of the Information Center at Nanjing Software Valley Second Primary School. He is recognized as the Lead Teacher in Primary School Science in Yuhuatai District and has been honored as an Outstanding Individual in Teacher Ethics. Additionally, he is a member of Nanjing’s Municipal Education (News) Resource Development Core Group, the New Media and New Technology Application Research Core Group, and the Municipal Education Technology Equipment Core Group.

Ms. Tina Wu is General Manager of ICDL Asia, the wholly owned subsidiary of ICDL Foundation managing ICDL Programme in all the Asia Pacific territories. She has been working with ICDL Asia since 2006, started as Business Development Executive and then Partner Relations Manager and then being promoted to General Manager in 2014. Prior to joining ICDL Asia, Tina has been working with MediaCorp News as a news reporter and INSEAD Business School as a research analyst in the InnovAsia Centre. She graduated from National University of Singapore with Bachelor of Engineering (First Class Honours). She is Singaporean, born in China, and perfectly bilingual with English and Mandarin.
