ICDL China and China Jiangsu International Talent Development Limited Company Form Strategic Partnership to Boost Digital Skills in Mainland China


Jiangsu, October 26, 2023 – ICDL China and China Jiangsu International Talent Development Limited Company have officially signed a strategic cooperation agreement. This marks the establishment of a collaborative relationship between both parties to promote and implement ICDL certification program in key sectors, including hotels, cultural tourism, and education across mainland China. 

China Jiangsu International Economic and Technical Cooperation Group, Ltd., also commonly referred to as Zhongjiang International Group, is a prominent state-owned enterprise under the State-owned Assets Supervision and Administration Commission of Jiangsu Province. Founded in 1980, Zhongjiang International Group has established a global presence with branches in nearly 40 countries across five continents. It has been actively involved in over 100 countries and regions, highlighting its extensive international outreach. 

As a wholly owned subsidiary of China Jiangsu International Talent Development Limited Company, Zhongjiang International Group specialises in a wide range of services, including international human resources exchange, domestic talent development, vocational education, skills training, immigration, and study abroad programs. It plays a pivotal role in supporting China’s “Belt and Road” initiative. 

ICDL is an internationally recognised digital skills standard, and it serves as the focal point for this collaboration with the mission of promoting digital skills certification programs, ensuring that individuals and organisations are equipped with essential digital competencies. 

This strategic partnership is a significant milestone for ICDL in mainland China, signifying a concerted effort to enhance digital literacy and information and communication technology in the region. Going forward, the partnership between ICDL China and Zhongjiang International will deepen and encompass a wider range of activities, including skills training, academic exchanges, and competitions associated with ICDL. These initiatives aim to address the increasing demand for digital skills among the Chinese workforce, thereby contributing to the growth of China’s digital economy. 

In addition to the collaboration in China, ICDL Asia and Zhongjiang International are also expanding beyond China, with a particular focus on Southeast Asia. This expansion aims to address the needs of talent upskilling and recruitment in the international cruise industry, where digital skills are crucial in an ever-evolving global landscape.
