ICDL China signed MoU with Xi’an Jiaotong-Liverpool University Learning Mall: A Step towards Advancing Digital Literacy and Economic Development


Shanghai, China – On March 13, 2023, ICDL China signed MoU with Xi’an Jiaotong-Liverpool University (XJTLU) Learning Mall, demonstrating the importance of partnerships in driving digital literacy forward in China.

The official signing ceremony took place in Shanghai and was attended by notable figures, including Mr. Eamon Ryan, the Irish Minister for Environment, Climate & Communications and Transport, Ms. Ann Derwin, the Irish Ambassador to China, Ms. Wendy Dorman-Smith, Consul General of Ireland in Shanghai, Mr. Patrick O’Riordan, Enterprise Ireland China Director, and Ms. Tina Wu, General Manager of ICDL Asia.

The agreement was signed by Mr. Lan Xiaoyu, General Manager of ICDL China, and Dr. Xin Bi, Director of the Centre for Knowledge and Information, Director of Learning Mall, Xi’an Jiaotong-Liverpool University.

The signing ceremony marked the beginning of a strategic collaboration between ICDL China and Xi’an Jiaotong-Liverpool University (XJTLU) Learning Mall.

XJTLU is an international joint venture university founded by Xi’an Jiaotong University in China and the University of Liverpool in the United Kingdom. As an independent Sino-foreign cooperative university, it captures the essence of both prestigious parent universities and is the largest of such universities approved by the Ministry of Education in China.

The XJTLU Learning Mall acts as an innovation and entrepreneurial research and development hub as well as a centre for knowledge exchange and school-enterprise cooperation. It promotes the concept of lifelong learning.

As part of this collaboration, ICDL China will provide ICDL certification programmes to XJTLU Learning Mall users including students and the general public. This will enable learners to complete the ICDL programs at their own pace, in an accessible and interactive learning environment. The ultimate aim is to equip learners with essential digital literacy skills to contribute to the development of China’s digital economy.

The collaboration also serves as a catalyst for promoting lifelong learning in China. With XJTLU Learning Mall positioned as a center for knowledge exchange and entrepreneurial development, ICDL China will be able to reach a broader learner network, helping to meet the increasing demand for digital skills in China’s workforce.

The strategic collaboration between ICDL China and XJTLU Learning Mall represents a significant step towards advancing digital literacy in China. By providing high-quality digital knowledge and skills training through XJTLU Learning Mall’s network and platform, this initiative will equip learners with the essential skills required for the digital era and contribute towards meeting China’s growing demand for digital talent in the workforce.
